Action is the distance between the fretboard and the string. Your action being too high can make your guitar difficult and uncomfortable to play. Your action being too low can cause string buzzes and not allow notes to ring clearly. Having the action set to your liking can make all the difference in your comfort level when playing your guitar.
No, this is not a medical condition. Typically, fret sprout is caused by changing humidity levels. When dry, the wood shrinks. However, the metal frets don't. This causes the frets to protrude beyond the edge of the neck to the point where you can feel them. This makes your guitar uncomfortable to play and can even hurt. Fortunately, this can be fixed easily.
Have you ever gotten your guitar perfectly in tune using a tuner on the open strings only to have it sound out of tune as you move up the neck? A couple of things can contribute to this. Fortunately, most times it's an easy fix such as a proper setup.
